Looks like you have done an extensive search. Just thinking have you checked continuity from the ground to the common in the outlet box as well as continuity from the ground in the outlet back to the transfer switch or any of the working outlets then the same thing for the common. This might give you and idea of is the circuit connected to other circuits. or is it a dedicated circuit. Odd thing here is it is both TVs. previous owner screwing around with wiring. Not saying is might be but used coach I purchased has some very strange alterations for several circuits when he was connecting a stand alone inverter and disconnecting other outlets.
