Good-To-Go passes / Tacoma Narrows Bridge

FYI:

I have a Good-To-Go pass on the RV and one on the toad. Last time across the Tacoma Narrows Bridge the RV was charged as 1) a vehicle towing a vehicle and 2) the toad was also charged as a normal vehicle.

It is no problem getting the charge on the toad reversed by the DOT, but if you have one of the HOV / Hot-Lanes metal units used to put over the patch to avoid tolls when in the HOV with people, the DOT says use it to avoid this duplicate charge.
