It depends on whether you require FHU or not. Shelby KOA is quite a haul to the Reformatory. While it is pricy, IMO, it is very, very nice. Lots of activities.
If you can get by with just electric, I would recommend Charles Mill. It is close to the reformatory. The Eagle Point part of the campground, while housing mainly seasonals, usually has some open sites and it has a pool. It sits on a peninsula on the lake. The main side has a beach and disc golf, although the lake is primarily a fishing lake. The restrooms are generally clean and well-kept.
There is also the Butler KOA and River Trail Crossing campgrounds in Butler, both of which would be closer than Dogwood Valley.
