Autopark nightmare

I have a 98 winnebago adventurer motor home. Just before our trip across country the auto park system stopped working. Autopark light stays on regardless of the gear that it's in, but does not engage the parking brake. It also has a manual foot lever for the parking brake that does not engage the parking brake either. When the motorhome is in park I hear no noise, when it is in reverse or drive I hear the pump kick on but the actuator does not move at all. I have searched forums for weeks and not found a solution. I did replace the rgs as that seems to be the most common failure and have no difference. The autopark fuse blows if I leave it plugged in as I believe the motor is heating up but actuator not moving. I'm unsure how to determine if this is possibly a pressure relief issue? What I dont understand is why the manual foot pedal portion of the parking brake assembly does not operate the brakes in the drum, unless theres pressure being held against the actuator causing the shoes to remain disengaged? I verified my pump works by removing the line to the actuator, and I can see my cable operating the lever on the frame rail when I use the manual foot pedal, but the other cable running to the drum does not move at all. Any ideas?
