starting battery: these are typically *not* charged while plugged into shore power or when the genny is running. they are usually charged only when the engine is running. the previous owner probably used the charger you found to keep the chassis battery charged while in camp. my guess is he was likely parked for long stretches at a time. FYI...you can automate that process, charge the chassis battery while plugged into shore power or when the genny is running by using

coach batteries: they are obviously not being charged. most likely either charlie is right or a circuit breaker on the charger has tripped. you might try this:
- disconnect the motorhome from shore power
- disconnect the batteries from the cables and wait ~20-minutes
- check to be sure each cell has the proper amount of distilled water. add water if needed.
- using a hydrometer check each cell and determine its state of charge. you might make a note of the charge in each cell.
- reconnect the battery cables and then plug the RV into shore power and let it charge overnight. be sure your charger is ON.
- the next day disconnect the motorhome from shore power
- disconnect the batteries from the cables and wait ~20-minutes
- recheck the state of charge in each cell.
let us know what happens.
