This is a simplistic interpretation. Having a TV showing an in-house movie in view of the driver WILL also get you a ticket - and deservedly so.

The law is clearly worded, and uses two different terms, "television broadcast" and "live video". This is a key difference.
"Television broadcast" refers to commercial TV broadcast.
"Live video" refers to CCTV or something like it. Under the law quoted you are NOT in violation by using a lane-change camera.
They are two VERY different things.
