This may be one of those types of situations. Checked the water valve, seems to be working fine. Low side pressure looks good (per the R134a chart, 35-45 @75 deg f), refrigerant level seems ok.

Need to think about this and do more detailed troubleshooting.

This goes to the back of the priority list.
