If you clean the vinyl well most importantly a degreaser (use PrepSol as one product) then don't see why a vinyl paint wouldn't work. But it's hard technique wise to get a rattle can (a spray can) even coverage. Best would be a decent quality body shop type spray gun.
surprised a 3 year old awning needs that much attention though.
Mine are older and all due for replacement as the fabric is getting skiddish.
You might consider removing the awning fabric to give them a good scrubbing. Maybe Lime-a-way? just depends on what the stains are from.
