Misaligned hole issue solved.
Small holes drilled in face of the slide valves with a stainless screw as a stopper. Easy to spray lube into them and keeps them smooth as silk.

A larger deck plate is probably the best option. If a hole saw works better for enlarging the hole, you will want to temporarily attach a piece of plywood to the deck, so you can place the saw mandrel’s pilot hole as close to the centerline of the pipe as possible.
A saying goes: “When you can’t raise the bridge, lower the river.” In this case, the “river” option is to rework the piping to center it over the existing deck plate. I had reasons to do this in our coach, and it worked (on the third try).
Make sure you account for the unevenness of the floor when you mock up where the deck plate will go. You don’t want to find out after enlarging the hole that the collar on the new deck plate hits a ridge or edge, such that it won’t sit flat.

I’m pretty sure that the guy who worked the back bathroom that day was hung over. Not only does the hole not line up, the check valve was installed backwards.

I'm more cynical than you - the factory can and does repeat mistakes because most everything is done by rote (procedure) and many steps in construction are shared across multiple models that are often not quite identical. If the process says drill the hole at point x, that's where it gets drilled whether right or not. Until some owner or dealer complains loud enough for the production staff to make changes.

From what I have read on previous posts, (some/ many) outlets SWIVEL, (hopefully, fairly easily, and with no leaks)? I have seen some posts of new RVs with sewer outlets POINTING UP, and later (I was told) about the swivel... I had thought it was a "dealer prep issue"

Yep - need to keep the new deck plate on the flat part of the bay.
I tried to swivel the dump valve. Doesn’t move. I’ll try again later today.

Don't try to swivel the VALVE, (it should be FIXED to be leak free?); TRY to swivel the dump pipe connection nipple?

An alternate solution might be a short, clear 45-degree connector?
