eddy current losses and I squared R losses can be present even when then device is off because of imperfect insulation and close proximity to iron or magnetic material creating a leakage path to ground, although they are very small they add up when when you have a long string of gfci circuits in series.

In a perfect circuit all current flow will be balanced between the 'hot' and 'neutral' what goes out on the hot an equal amount must return on the neutral conductor. If leakage occurs and some current flows to ground the GFCI will detect that. I believe the leakage level for tripping is 5 ma.

GFCI

First of all is the GFCI you are plugging into mounted on the outside of your home? Moisture tends to invade these and makes them more sensitive. There are newer outlets designed to be mounted outside, I always mounted a GFCI indoors and series it with the outdoor outlet.
