I think it's the step over ride turns off when I use the battery disconnect switch

Put the steps out, find the fuse for the steps (should be around a 20 amp fuse) and pull it. If the steps have no power they cannot retract. Then turn off the battery disconnect switch for the house batteries.

I have had 3 class A motorhomes and worked on many others and all of them had battery disconnects on both battery banks. Are you sure there isn't a disconnect for the chassis battery?
Without knowing which brand and model steps you have I checked the wiring diagram for my Kwikee steps and there are two connections to 12v power, one is power source from the battery (through a cutoff switch) and the other is from an 12v ignition source to trigger the steps to retract if the engine is running. The only circuit that cause the steps to deploy is the door switch which goes to ground. There is no connection to the house battery so being on or off would have no effect on the steps.
If your steps have always done this I suspect an incorrectly wired step controller otherwise maybe a bad ground or short.

I have the same problem when I disconnect the engine battery the switch is under the steps so the door is open I use a small magnet on the door frame it works great

The steps should be directly hooked up to the Chassis battery via the Step switch at the door. Set the switch so they stay out and they should not cycle even with the battery (coach) switch is in disconnect. Last time I checked that year did not have a Chassis battery disconnect(but I could be wrong).
