Trackers and remote kill switches are typically found in used vehicles sold by "we finance anyone" or "buy here pay here" dealers.
You might try a google search, Jack, with that context and see how dealers use these devices to their business advantage.
They're not exactly expensive technology but installing them can be a real hack job that can cause vehicle problems even when the devices are not in use. There have been a couple of lawsuits by buyers who had problems with car wiring following removal of the devices, too.
If you're buying a new vehicle from an authorized brand dealer there's almost zero chance one of these will be in your car, SUV, or pickup truck.
