Ok I feel dumb, how to open outside range vent
Here is a pic of the outside, I can’t find any lever inside to unlock/open
It’s a 2000 bounder

That particular type should blow open with the range hood fan .
Could be a PO glued it shut because of the flapping noise .

Or grease build up has it stuck in place. Might try using a thin blade to gently pry it out.
Edited to add: DON'T FORCE IT! I'm thinking there may be a latch that needs to be released from under the vent hood. Once released, the exhaust from the fan would push open the cover.

Many years ago, Ventline made an electric vent. I haven't seen one around for quite some time now but since you have an RV that's over 20 years old, you may have one of those electric vents.
Turn on your exhaust fan and go outside and see if the vent is open. I guess that's on only way you'd be able to tell for sure.
Here's an example of that particular Ventline model. It does look similar to yours with the same "Ventline" logo:

It’s not opening, the rv was getting hot while cooking so I went outside to check and noticed the door wasn’t opening. Here is two pics, it appears in the one with the fan there is a servo.

The model # is covered by that C1292 sticker. That crack along the bottom edge suggests opening it has previously been attempted.

I have a 1996 Bounder that has exactly the same range hood and vent. There is no number under the label. My label is same as yours, same number in lower right.
The outside vent is electric. Mine snaps open with the fan switch. Both in low and high speed. Sounds more like a solenoid acting than a motor, but not sure. I would not try to pry the outer door. Need to open up the range hood inside for access. Could be a double pole switch on the fan, switching both functions.
