You could measure the voltage on the brushes and see if it changes when the voltage drops from 118v to 85v. Is the frequency still 60 hz when the voltage drops ? Have you measured the voltage at the generator windings before any breakers ?
I have seen partially shorted stator windings cause low voltage problems. Dirt from the fan blasted the varnish insulation off the windings and they shorted .It's just about impossible to find with a meter. Once you pull the generator apart , you will see the damage.

I check all the wiring I have access to every spring when I pull my MH out of storage. This includes the plug from my generator which is located on the wall of my wet bay. I do not have an auto transfer switch.
