Easiest= Hook up a battery and re-test and see if voltages goto proper range? But it happen... had a simple (120vac primary) 12vdc power supply for antenna that when tested was defective at 24vdc.

Note : Digital multimeters I've had will give weird readings if their internal battery is weak.

Then back to the coach , if you have any solar device disconnect it , and go to the converter output terminals and test voltage there . Maximum output from the converter should be 14.2 volts.

good advice! Don't assume test equipment is correct, verify first.

You recommend hooking up a 12v battery to a 70v supply to see if the voltage goes back to proper range? Im not even going to respond to this other than to say Please do not give advice to anyone else until you know why that is a horrible idea.

or 21v with NO BATTERY? I had a ACV READING at my battery of 30-40vac A FEW YEARS AGO when I first bought rig; thinking "bad capacitors", I later found none in circuit and later readings with new battery showed <1-vac... Can I explain? =Nope, I often say "if we only understood everything we thought we knew". I have several years electronics education and several years experience in a wide variety of fields and ac/dc/ aircraft and hospital systems for 5vdc to 4kv. Have also seen results of 8D CAT battery explosion, so Understand your concern, hope you can understand my skepticism of readings?

SKIP426 also has VALID CONCERN, WHAT is ACV READING AT WALL OUTLET? I have seen a lost neutral at pole transformer give 160vac and 80-vac on a house, and read of RVs experiencing similar
