The climate control was exactly the problem we had that was creating the clicking ticking sound. When the heat or cooling is not running we have to turn our tstats all the way down or the relay down in the compartment behind the breakers will start chattering.

Chattering relay is usually a symptom of low voltage at the relay coil; we have all experienced it w/ a dead battery when trying to start a car.

I had a relay chattering, due to a measurable ripple from the converter. Changed it up to newer style with multi stage charger. Chatter went away.

There is some kind of sensor for voltage and then uses a relay to reduce or shed a/c until more power is available..
