I had a 1998 Fleetwood fair with the same condition as you describe. called fleetwood & they sent me to one of their's warranty shop for repairs.That repair lasted (6) months. I again called fleetwood this time they ask me to bring it to their factory in Riverside,ca.for repairs at n/c. I said ok I live in the san francisco bay area.That repair lasted just under one year.
The cause of this problem is the HALF ROUND plastic cap that goes over the roof to the side walls.This plastic cap comes lose and you have this bulge.MY ADVISE LEAVE IT ALONE.
