I am a fan of the Dicor Self Leveling....it is a standard among the RVers. Works great on roof sealing....now someone offered Eterna Bond tape. That stuff comes in different widths and is a roof saver when you have a need for a large area to be repaired. My roof is old and needs replacing ...I have patched many places atop...and have used the paint on liquid EPDM repair a roof material (Liquid Rubber) to fix my roof. WOW....all three combined can extend a roof replacement for several years.

You have to add additional Dicor caulk every year or 2. Externabond tape (Butyl tape) lasts for many years without touch-up.

question, when resealing the roof seams, should I remove all the old material and start over or just the loose stuff

Hammer... I have a little chalking knife and I try to cleanly cut out only the loose and bad chalk. I clean with ISOPROPYL alcohol and apply fresh with enough lap to make a long lasting seal. Since you are inspecting seasonally or multiple times per year.... you will return regularly to inspect the bond. Thus far....if I made a repair with Dicor or EternaBond...it needs no additional service.

The Dicor on my roof is ten years old and still doing it's job. As full timers it spent most of that time in full sun.
