Surge Guard 40350 RVC question

I have the unit above hardwired in the coach. My Fleetwood owners manual indicates that the Surge Guard needs to be serviced when the two red lights are illuminated. My two red lights seem to be on all the time. I've not been able to find any additional information about the two red lights.
Any one know what they indicate?

2011 Keystone Sprinter 323 BHS. Port Charlotte Fl/Hinsdale MA. Retired Master Electrician. All Motor homes are RV's. All RV's are not Motor homes.

The only time I don't have two red lights is when there was a power problem where I was staying and only had one. And that was due to birds shorting out a transformer.
