UTTransplant, I use locking hitch pins for that exact reason, I just also realize they can be cut.

Because of the ease of cloning digital key fobs, I have a special coded security key on my truck that disables the engine. Without that special key, the beast ain't moving.

"Mode" had me confused, like tow-haul mode. I have the sheet for the sequence for towing.

Please post any verification that a towed vehicle has been stolen off the tow bar. Right, can't, so stop obsessing.
If you lock your towed vehicle to the tow bar and your MH catches fire, you won't have time to save it from burning. Theft or fire is why you pay for vehicle insurance anyway. Bottom-line, it's your choice.

I realize everyone has a different acceptance of risk. Before trying to prevent a situation, I try to look at the probability and not the possibility. In my experience, most stolen cars are 1) ones with keys left in them 2) belong to people who are behind on payments 3) profitable to steal due to design or need for parts.
I don't lock the Jeep to the MH. One of the reasons I tow a Jeep is the feature of not needing a key in it to unlock the steering. I do lock the tow bar in the receiver because if it walks away I'd have to figure out how to get both down the road.
As far as cutting off the receiver lock? There's less than 4 inches of clearance so an angle grinder is out and a sawzall would have a very limited space to work.

I lock the tow bar to the motorhome, but not to the towed. That way the tow bar itself is always relatively secure since I don't remove it when not towing, yet the towed is still easily disconnected.

Thanks to those that have provided some positive input. Not locking the jeep to the tow bar. Jeep has an alarm on it. I will lock the receiver.

It's normal for people completely new to RVing to be concerned about risks.
They have a lot of money spent in expensive things, many sitting out relatively unsecured.
My experience is that theft among the RV community, be it rigs, toads, even things like satellite dishes, outdoor chairs or power cords - is relatively rare.
The biggest current theft target seems to be electric bicycles, many not secured with quality locks.
The major source of RV thefts is other RVers.
General thieves want something quick to get to, not secured, easy to transport and most importantly - easy to sell quickly.
Much RV stuff is just too limited of a resale market and value to be worth it for professional thieves.
The dumb shoot kid out to 'borrow' something. Well, there were some of those around 60 years ago when my father started taking us camping. Nothing new or different.
I used to leave the $25 umbrella type chairs sitting outside the rig. Now I have $200 steel chairs with a side table, and a piston to assist reclining motion. Those I always put back in the underbelly storage when I'm finished.
It is a learning curve to understand expectations, and as mentioned - each person has a certain level of risk they are willing to assume, or not assume. You will learn.
Also, we have a lot of technical language or just common terms. Those take a while to learn also. Sorry for the phrase 'tow mode'.
That's just what my vehicle manual called it.

FWIW the only reason I bought and use the locking pins is because I've heard stories that a clip somehow fell out. I only wish the Blue Ox pins had a clip and a lock like the Harbor Freight one, but the HF only comes in 5/8" for the receiver side. As others mentioned I do lock the tow bar to the MH so it doesn't disappear when we go out with the toad.
Not too worried about a fire and even if one did start on my FRED it would likely be in the front. Weighing the odds of a fire against the toad coming loose, well I have heard of toads coming loose more than I've heard of fires, and the fires I've heard of were gas engines and diesel pushers.
