Monaco wiring can be hard to troubleshoot, they are known to be snowflakes, not two are alike.
As a last ditch effort you might try changing the flashers relay themselves, these are what make the light go on/off. Problem will be finding them.
My emergency flashers started working intermittently and then altogether. One day I was working on the coach dash radio so I reached up and and tied the emergency flashers and they started working so I followed the clicking sound and found the flasher relay buried in a wiring bundle just plugged into wires laying there, both the turn and the emergency flasher relays were together. I put on a new emergency flasher, bought at Autozone, and that fixed the problem.
I advise all Monaco owners to join the Monacoers.org site, there are some really sharp electrical people on that forum.
