Yikes, don't do that. About the only negative thing for wipers running is shorten the life of wiper blades.
You know the new wiper controller has power because it activates the motor. If it isn't shutting off the motor there are at least 2 reasons, mis-wiring, new controller or stalk is faulty.
I'd begin with bench testing each component except the motor. You already know no motor will run without power, and it can't turn itself off/on.
