I should have also added that she is getting it wired to charge the batery, when everything was installed some how the 12 volt wire was not run to the toad battery. thank you for the response.

Work around to towing VW Beetle with Keyless Start
Please refer to Senior Member "scowley" who first described the proper procedure for working around the steering wheel lock on manual transmission keyless start Beetles.

It is certainly working for me, but you can't skip or overlook the steps he described.
