A small trailer behind your toad
We have a golf cart and we tow it behind our coach on a 6’ x 10’ aluminum trailer when we go to close to us RV parks. Now we have a Jeep we want to take it when we travel. My question is has anyone ever towed a toad with it towing a trailer?
I have towed a 28’ enclosed trailer with a coach since 1998 so towing things do not bother me. Also weight is not an issue and I know there’s no backing up.

Tandem towing isn't legal in all states.
Check the regulations where you plan to drive.

your total length is the biggest concern. that depends on the state your traveling in. why not sell the jeep and get a pickup truck and put golf cart in bed of same. seen that combo going down the road a few times.

A small(ish) golf cart will fit in the back of a Jeep Gladiator...

Well,
We see people doing it all the time here in Lake Havasu City AZ. We (I) don't have a clue as to the legality of it but, we see it quite often. Folks with class A diesels towing a pickup or a jeep, towing a side x side or a boat on another trailer behind the Jeep or pickup. We've seen them either drive right by two different law enforcement types or being followed by them etc. and no one was pulled over. Now, it may be that the officers in those units at that time, could care less of the situation(s) they see or, don't know about the legality and or are not schooled on it.
People can get away with ANYHING, until they get caught. A 40' motorhome, pulling a full sized pickup can easily be at the max length of many states. Add a trailer to that of any length and for a very large percentage states, that kind of arrangement WOULD be illegal. Now, a 40' coach towing a two-door jeep, and a small trailer with a golf cart on it, well, add the length of the tow bar and components (maybe a riser to keep the tow bar level) and, you could be approaching the legal limit rather quickly.
Then there's the braking thing. When government officials write manuals for DOT or FMVSS or even local state Motor Vehicle Code books, they write them for lawyers to understand. There's a whole bunch of is/am/for/to which/applied/ and a bunch of other excess words in regulatory statements that it's quite often, very difficult to decipher what's being stated when you're trying to find info on whether or not what you're intending on doing , is legal or not.

Legality might be better with a swivel dolly hauling the golf cart pulling the TOAD such as Swivelwheel-DW58 Tandem Tow Carrier / Hauler Transport System

I wonder if the thing could cause the car to fishtail if it was #3 in line since it does not appear to have braking. That may be why it's in the middle; so the car adds stability.
The tongue weight also may be 50% rather than the normal 10% to 15% per Swivelwheel Carrier / Hauler Transportation Systems
