Bike Rack on Toad on Dolly

I plan to tow a Lexus CT200h hybrid on a Demco Kar Kiddy tow dolly. I tried to get a hitch for the CT200 but was told by U-Haul that I could not put a bike rack on it as it would be too close to the ground. We want to take 2 mountain bikes on our 10 week adventure out west in three weeks. Has anyone done anything similar. I want the bikes on the toad so we can take them to trailheads with out having to break camp with the motorhome.
We leave from southeast Michigan on June 22 so this is time sensitive.

And Thule makes a rack that will fit the back of that car (not the hitch, the back) and hold two bikes.

Thule roof rack and three bikes works on a Toyota Rav 4.
A Lexus is just a fancy Toyota...

How about a riser in the hitch to raise the bike rack higher?

I had a hitch on my 2008 Nissan Altima, 2 bikes on a Thule hitch mount rack, and the car on an Acme EZE Tow dolly and the bike tires were to close to the ground for comfort. I had a friend fab up a 4" riser and that worked ok, but I was still very careful with it. It seemed to bounce a bit more on bumps and I didn't like it. That was what pushed me to start flat towing.

Believe the guy at U-Haul. I didn't and dragged the bikes on every low spot at the gas station entrance.

I solved my problem by getting one of these double hitches that go between the RV and the toad.

Thule hatch racks I think we are good to go. Leaving 6/22 for a 10-12 week northern states/ Pacific northwest adventure.
