Brake Buddy and RVi2-3 both are inertia type systems. I've had both but like my RVi3 as it is proportional braking and can be adjusted to not activate w light braking or engine braking going down hill but will activate w harder MH braking.

You can test either system in any vehicle to see how they work. Just plug it in a cigarette lighter socket and place it on the driver side floor. Drive away and apply brakes to watch the unit activate.

I don’t see a inertia brake system in the tow bar itself. The plug looks like a 4 pin connector so no brake there either. Only other option would be if there was an portable auxiliary brake in toad.

The guy had already disconnected a cable which I thought was a 9 pin one.

Sorry folks, but after 19 comments, I don't think we have come close to answering the OP's initial questions. To be legal in all 50 states and Canada, you need an aux. brake system and a break-away function. None of these are accomplished without some modification to the towed vehicle, especially for the break away function. The simplest mechanical surge brakes require either a cable or hydraulic line??? to the towed brakes. Stand alone aux. brakes like Brake Buddy Classic don't require wire connections to MH, except maybe for a 12v charge line. So the whole conversation about 4, 6, 7 or 9 pin connectors, while interesting, would only apply turn/stop/tail lights.
PS-the only think I am reasonably sure of is that the delivery guy's B/O tow bar [not the one in the OP's pic anyway] was providing any braking assist to the towed.
