On the 2007 Explorer Sport Trac the "off" and "lock" are the same position, according to the diagram in the owners manual. To unlock the steering wheel without all the idiot lights coming on you place it in "acc". However the instructions that came with my neutral kit incorrectly say to use the "off" position.

Never had any problems towing my 2007 Explorer. I think I would check the state of my battery and see if it might be on it's "last leg" so to speak. I've towed for several days with no problems. I do however remove my keys at night, and when I do I always start the motor to check everything.

Should be able to turn the switch from acc. back to off or as far as it will go twards lock position. The shift interlock should not alow the key to be removed or the stearing wheel to lock if the auto trans is in nutral position. The key will only return fully to off/lock and the wheel will only lock if the trans is in park.
