"need"? or "required"?
We dollied for a couple of years and the lights on the dolly were low to the road and hard to see on one side or the other if not directly behind it.
It bothered me to the point of worry so it was a simple matter to install some magnetic tow lights on the rear of the Camry we were towing back in those days.
I don't know the position of the DOT in your state but if the lights are on the back, you are pretty much in compliance in all states.

In most (all?) states, when there's a vehicle on the dolly, the dolly lights are not required, but lights on the vehicle being towed are required. Using just the dolly lights is not allowed (again, most states... check yours). I use a set of magnetic lights I've had for years.

Been to 1/2 the states and only use dolly lights. I also have RV lights that are wider then the toad.

Never had a problem, using my dolly since 2014.

UHaul rents dollys. They don't supply lights for the car.

When we towed a dinghy on a dolly, I worried about the poor lighting on the dolly. I installed magnetic lights which were paralleled to the dolly wiring. The magnetic lights were set on the rear deck of the dinghy and stored inside the trunk when not towing.

Whether they are required by law of not, I felt much safer with the added lighting on the rear of the dinghy.
