Good deal on dolly but no brakes

I know it would be better if it had electric or surge brakes on it.
Is there any legal problems with towing on a dolly without brakes?

Depends on what state your towing in and the applicable laws of that state, every state is different.

I must profess that I am an expert but many states do require that towed vehicles do require a breaking system as well as a break-away. When I started, I decided to be err on the side of safety. Perhaps the link will be of some value’. Good luck and safe travels
