If you are giving the correct numbers; I'm as confused as you are .
UVW of 25,300 and NCC of 5,700 would mean your GVWR would be 31,000.
That would limit you to a 2,000 toad , IF , you were using all the carrying capacity of the coach .
If you limit the load in the coach to 2,700 lbs , then you can tow the full 5,000 lbs that the hitch allows.
BTW: 2700 lbs is a lot of stuff , I travel with full water tanks and barely carry 2100 lbs.
Could you add the coaches GVWR to you post , that number may help to figure out what's happening.
The 33,000 lb limit may be the transmissions maximum rating.
Edit: 5,000 pounds is my hitch rating and the difference between , my coach's GVWR and GCWR. There are many SUV's and small P/Us under the 5,000 lb limit.
