If you already have a tow bar, the cost for a new one with braking built into it is about the same as a portable supplemental braking system.
If you don't mind losing out on remote control features of most portables then a simple mechanical tow bar braking system is for you.
A portable braking system will take you an extra 60 seconds each tjme to connect and disconnect so it's not like your saving 10 minutes a day.
Little bit confused, though. If you want quicker connect and disconnect times a wireless tow light system is going to consume extra time to setup and take down. Definitely more time needed to setup and take down than a portable supplemental brake system.
I am guessing a 99 Dakota doesn't have LED rear lights? If that's the case the wiring harness to it should be easier and simpler, then your done with the rear lights.
None of these setup times are prohibitive in my mind. It's all a matter of your personal preferences
