I have A dolly and flat towed. We now flat tow a traverse with smi. brakes. Nice set up. Still have the roadmaster dolly with electric brakes for pulling fwd buick. do not like surge brakes as they are always on going down hill Not a lot of help when they are red hot.

I like the removable Acme ramps. There is no chance of the ramps hitting the rocker panels..
Wear gloves when handling the ramps, they have sharp edges.
When towing, I put the ramps in the trunk of the car. easier to get in and out then messing with the bungie and bolt on the front of the dolly (I don't really trust it anyway)

I've never had that problem with surge brakes. All the ones I've owned (boat trailer, covered utility trailer and toad) had a pretty powerful spring in them to prevent brakes activating while going down hill.

I have surge brakes on my dolly.
The $11.00 pads are about 50% worn down in 30,000 miles.
We have traveled the Blue Ridge Pky in 3 sections, Skyline Drive, along with the mountains of NY, VT, NH and PA.

The surge brakes on our dolly got hot descending into Death Valley. I think it was 15 miles of continuous downhill. Using the motor home Jake brake (even on low) applies the surge brake.
With electric brakes you have to install a controller and wire it near the driver. However, this gives you the option to dial down the amount of braking applied on the dolly or trailer.

I would think that if your surge brakes activate when you use your exhaust brake you need to get your surge brake mechanism repaired.
