Metal tabs on Tracker rear bumper?

Our new/old Tracker toad has these odd, rusty plates on the rear bumper guards. Anybody know if they are original and what they do? I will pull them off and respray them if they belong.

I have had two trackers and neither had those on them.

That is interesting. Wonder if the previous owner added them for bike holder support. I'll take them off and see if it's ass falls off!

I discovered the answer to late! They are/ were steel plates added so that the magnetic towing lights would stick. Now I have to scramble to find some steel and make new ones since I tossed those out
