It might, but tow bars have little strength for pushing action vs pulling action.
One company(I have their name in my MH) made a tow bar they approved for backing up, but discontinued that product in a short time period. The problem they could not solve was the Towed vehicle wheel castor issue discussed in previous replies.

I've done it several times without any problems. One time in Canada, I attempted to turn around in a sandy lot, but couldn't quite make it. I ended up backing up several times to get enough room to finally make the turn. The front wheels wanted to turn quickly, so I tied the steering wheel to prevent them from turning when I was backing. It would have been easier and quicker to unhook, but I just kept at it till I completed the u-turn. Dumb, but lucky.

I back up often. When I tow smart car, I lock steering wheel with a belt around wheel then slam belt in door. Jeep has self locking wheel in ign off position. I would not attempt to have someone sit in car with wheels unlocked. Tried this one time, when the wheels caught, it ripped the wheel right out of drivers hands. Key is slow and careful

I've backed up occasionally. Mostly at gas stations. Never over 4-8 feet, relatively level and toad straight in line.
Never a problem. Use common sense and go slow.
