Powered Tail Light converter

I am experiencing a problem with the fuse blowing for my powered tail light converter (made by Valley #32263 10 amp HD) when I turn on the MH tail lights. When I dont turn the MH lights on, my brake and turn signals work just fine. I had used this same converter when I had a tow dolly and all lights worked. I've been using it with my dinghy (Honda CRV), but dont remember if I ever had all the lights on at the same time since we usually dont drive after dusk. I've checked all my connectors, wiring and ohm'ed out for shorts (to the tail light wire). I don't really know how to verify if the tail converter has gone bad on me. It seems like this maybe be my problem but I sure would like to verify that this is my problem before purchasing a new one. Does anyone know how to meter out the converter to tell if it has an internal short circuit?
