It sounds to me that when you downshifted, the shock or "jolt" was enough to activate the surge brake function enough to trip the indicator. Then, as you say, it would not release until you accelerated. As to whether the brakes were actually activated would depend, I would think, on your cable adjustment.
I always carry an infrared thermometer and check the wheel hubs on the toad every so often, just to be sure the brakes aren't dragging
