That looks like the correct baseplate. What is missing is the connection to the steel bumper. See the attached photo. The missing parts are shown in the circled red area. Looks like 3 bolts, nut and 2 washers and a plate (6). That should have been done on both towers. You got a very bad install. If it were mine I would go back to the installer and ask for your repair costs.

Yes, what you have circled is correct. The bolts were never installed. As far as going back to the dealer, Lazy Days acquired them about 2 1/2 years ago so there is no hope there.
