Roadmaster Dolly RM3477 Pivot Deck

How do you align the pivot deck to the fixed ramps without a car loaded on the dolly? It is supposed to stay put after taking the car off the dolly, but it moves about 2-3 inches making the ramps at an angle to the axle. How do I move it back?

Move it with your foot if not to tight, ( it will loosen with use ) or keep a prybar handy to move it.
