Tongue weight of tow dolly

Generally speaking 10 to 15% of the weight of a trailer is supposed to be on the hitch.
Does this mean that if the front wheels of the towed vehicle exert 2000 lbs onto the dolly then at 10 % there would be 200 lbs on the hitch??

The 10-15% applies to RV travel trailers but not other types. A tow dolly is well-balanced and the weight of the car is positioned directly over the dolly axle, so almost no weight falls on the dolly tongue. Your dolly tongue weight should be around 50 lbs, whether loaded or not.

My tow dolly tongue weight doubles from 20 lbs to about 40 lbs when my 4500 lbs truck is loaded on it.
