2012 Rubicon have the ready brute elite tow bar with ready brake integrated with blue ox clevis...mounted to my new Rockhard industries bumper with add on blue ox clevis,,,,bolts thru bumper and the frame as apposed to just welded rings

I had a Shrockworks custom bumper made for my 2004 Tacoma. I had them weld on tow lugs that are compatible with the Roadmaster Sterling All-Terrain tow bar. I don't have lockup problems - so far.... I believe that Shrockworks also makes Jeep bumpers.
Some of the baseplates tend to compromise ground clearance in 4X4 vehicles. This could be a problem with an off road vehicle. A custom bumper with mounts will solve this problem
RockHard 4X4 also sells Roadmaster mounts that you can bolt or weld onto other custom Jeep front bumpers. Rockhard also sells Jeep bumpers, with the optional Roadmaster mounts.
I also use RVIBrake2. It works well and is easy to install and remove.
