You don't give a lot of info to go on, but to answer your question, a trailer will be better at caring for the vehicle.

A tow dolly is much easier to stow once you are set up in a camp ground.

As mentioned tow dolly is easier to store in some rv parks that are tight for space. Why haven’t you considered a vehicle that you can tow 4 down?

What is the vehicle that you plan on carrying with you? Is it able to be towed 4 wheels down?
More data is required. Also what exactly are you towing with? Fill in your signature.

My choice is buying a flat tow vehicle, trailer or tow dolly's are to much work, you will be much happier without them.
The only plus is a trailer can be backed up when in tight places.

A trailer can tow anything. You can back it up. It will take time to strap/chain car down. Lamps on trailer are all that's needed.
Most front wheel drive cars can be towed with a dolley . Easy to swap cars. Less time to strap front wheels. Can't back up. Personally I would wire for toad lights or magnetic instead of just on dolley lights. Easy to swap vehicles.
Four down ,you have to do more work to do on toad . Not as many vehicles can be towed this way. Need tow plate , tow bar, braking and lights tied in to RV. Can't back up. Once completed fastest and easiest to hook up. Many tow bars are can just be folded over to store /left on MH during stay.

I have towed 4 down, used a dolly and now a high end flat bed. They all have pluses and negatives.
4 down: expensive to set up and a lot of wear on the toad. No backing up and tow bars do fail.
Dolly: easy to store but still wear and tear on car and no backing up. You can’t secure the car without getting on your knees in mud and muck
Trailer: can be a hassle in campgrounds, but no wear on car and very safe. You can back up as much as you want. You’ll still have to set up a trailer brake controller
The fastest to use is pulling 4 down, but the safest is the trailer
