On all of the vehicles I have towed the wheel lock is operated by the ignition switch. The ignition has to be left in acc or with the ignition on depending on year and model. The gear setting is usually neutral. There may be another setting to keep the transmission lubricated. In in older 4 wheel drive the trans can often be left in park while the transfer case is in neutral. This should be in the manual or check with the dealer.

I modified the steering wheel lock on my 16 so that I can tow in park.
I removed the cover and drilled and threaded a hole above the lock pin, and installed a screw that locks the pin in place.
Been hauling it around since it was new without any problems.
