The wheel aren't actually turning, they stay strapped to the dolly turntable, straight ahead.
The car is turning above the wheels. For you to be turning your car far enough to go to full lock, you have been backing into a jackknife situation. You can't turn that sharp in foward.
With the steering wheel tied down, during a sharp turn, you can then excede the turntables limits. Once its against the stops, you could then twist the tires out from under the straps. That or drag the dolly sideways.
