The "key" to this question is if one has a steering wheel lock then the key must be installed so that the steering wheel is free to turn. This could cause the battery to drain so steps need to be taken i.e, pull fuse, use a battery disconnect, or pull the negative cable.
A WARNING for those who have M&G break away systems "the negative cable must be installed or the function is negated"

To answer you question about the 06 , put the transfer case in neutral , trans in park and turn the key one notch to unlock the steering and go.

For all: All Wranglers 2009 and newer do NOT have a steering wheel lock. The 2008s were mixed. Some did and some did not. I heard that the manuals did and autos did NOT. If you have a 2008, better check.

Before this (2007 and older) they lock, and after this (2009) they do NOT!!
