I bought a used tow system from marketplace. These two ratchets were included. What are they for?

Straps over tires to hold the towed vehicle on the dolly. Exact set up depends on the type of dolly you have. The ratchets are used to hold down and tighten the tie down straps netted over the tire to the dolly system. Very essential to the set up.

Ok thanks. My set up is not a tow dolly. It is a flat tow. I guess the people that sold me the road master tow bar set up thought these ratchets belonged with the tow bar.
