Here is a great Youtube video showing how it's done:
I have yet to master adding circles or arrows to pictures. Do know how to zoom in and save a pic showing the part up close. As I mentioned, it's directly across the pc board from the blue cap, on the right side. Appears to show burned spot on board. Just think it deserves a close look.

Also, here's a desoldering tool from Hobby Lobby for $4.99

Any concerns?

Any concerns replacing the 63v 16uf with a 100v 16uf? I heard Higher voltage is ok?

Success!!!

When I replaced the caps I noticed that the one by the big Z diode had a loose terminal that went inside it...it was black on the end (See pic)... either open circuit or high resistance.

After replacing all 3 caps and reinstalling the PCM or ECM it now purrs like a kitten with no more stumble or popping out the exhaust. I did recheck the timing and it still right where I left it.

I prayed for wisdom from above... and my friend's here
too

You could see the idle change a tad..

That I did find was my TPS voltage at idle was way off.. They are mon adjustble other than twisting the throttle plate shaft..
I actually oval ed the holes a bit and got the idle voltage at .87-.92 ish.. still stumble but, shifting improved.. and it ran better..

one day, it stalled as it would on occasion.. It started up,, chugged, black smoke .. would move, that was it.... Well pin out box was borrowed after tossing some sensors at it..

You could unplug every sensor,, map tps, temp, o2 etc.. It would sit there and run, rev a bit, no power.. It would lose the 5v reference.. If i removed 2 sensors I would see the 5v reference come back.. strange.. the manifold temp sensor we found shorted ,, but that was partial issue.
Story ends with bad caps in ECM, changed it, ran great, stumble gone.. new owner has 210k and still running..
He did have an exhasut mis after I sold it, it was heat shelids on plugs, missing, fell off, plus wire would get hot and fail. mis fire..

OH back to the ECM caps,, they bad one were part of the volatge for 5v reference.. If way back, when it ran ok but stumbled,, a look at the 5v reference on a scope would have showed the mis/skip at the pattern was breaking down.. the computer rebuilder told me that....
I have 1994 E350
I had similar issues and changed every emission sensor, coolant sensor and every sensor I could think of with no results.
It turned out to be pickup coil inside distributor.
I chose to replace entire distributor happy to say it runs like new
I pickup coil is available however you must disassemble entire unit including removal of oil pump shaft.
