Help onan generator 4000 watt 2003

2003 4000 onan generator has new carburetor,new filter,air filter,new fuel pump,new spark plug,new spring from governor to carburetor. Motor has 180 hours on it. Somebody moved the screws on the governor and I had someone come out and try to fix it. No help so I got a hertz meter and set the rpm to 3600 with the hertz being 62 and the volts atc122. It will run a light or just a fan. But if you try to run the Mico or air conditioner it will kill the generator. Can you tell me if it is the other screw that runs the governor. because when you put the load on the generator it doesn't move the arm for the carburetor to give it more gas it just dies slowly. If you download the service manual for the Onan KY 4000 series generator you will see there is a specific sequence you need to set things in for the governor to work correctly.

Will the GEN onboard circuit breaker turn off? Will the Micro and Air run on shoreline? Trying to make verify you do not have a dead short and breaker w/ contacts welded? Otherwise, as Isaac1 says, the SM book has your answers.. and a free download
