OCCC is mathematically the difference between Gross Vehicle Weight Rating (GVWR) and unladen vehicle weight (UVW). GVWR is determined by the manufacturer based on many factors, including engine power, transmission strength, tire load capacity, axle load capacity, brake capacity, frame strength, etc. Adding a hitch mounted cargo carrier will take away from the OCCC equation and should not exceed the tongue weight requirement. The carrier mostly impacts the rear tire and axle capacity. The cargo carrier's weight is amplified at the rear axle/tires as a torque load (distance from axle times weight). I would weigh the RV in its ready to travel mode (all fluids, clothes, food, people, etc.) at a CAT scale to see where you are on overall weight and axle loads. You can then decide how much weight you can add to the trailer hitch. There are online calculators that can predict the effects of "tongue weight" on the rear axle.
