Nope... No codes... Only thing is that he is on the city easement... Technically not his property... Could get nailed for that.... But no one cares.... Unless a pipe bursts...
I'm 95% level where I am... Worked out perfectly.... And best of all... No storage fees.

Usually there is no problem putting movables on an an easement. An easement just means you need to give them access when they want it.
