Could be toilet water valve leaking
Could be pump internal check valve not closing completely
Could be leak at any one of the Numerous fittings (common are the ones on water heater tank)

So when pump is 'pulsating' is clue to why it is doing so

And this is why I never hook up to campground water, except to fill my tank.
Nothing will kill an RV faster than an undetected leak.
